2024 MOE-NIE-SEAB-SCCL Sharing Forum

        The annual "MOE-NIE-SEAB-SCCL Sharing Forum" was held at Singapore Centre for Chinese Language (SCCL) on 30 July 2024. It brought together curriculum experts, academics, researchers and master teachers from Ministry of Education (MOE), National Institute of Education (NIE), Singapore Examinations and Assessment Board (SEAB) and SCCL. This year's theme is "Online Chinese Learning Ecosystem for All Students". Singapore's education system is transitioning to mass customisation and empathizes lifelong learning. Education 4.0 will focus on technology and inclusivity, aiming to create a fair and high-quality learning environment for all students. The rise of online learning has transformed the educational landscape, and teachers' ability to guide students in adapting to this new ecosystem will impact their future adaptability. This annual discussion among stakeholders addressed the literacy and needs of online learners in Chinese language (CL) and sought to come up with effective strategies for implementing large-scale customised education. 

        Dr Chan Kwong Tung from MOE Curriculum Planning and Development Division (CPDD) addressed the challenges and limitations of educational technology in CL learning, emphasising the need to explore the fundamental challenges in order to enhance inclusivity and quality. He also highlighted the importance of expanding digital literacy among CL teachers and students to provide effective guidance.

        Ms Hon Shuzhen from SEAB discussed the impact of environmental changes on education models, noting that technology has improved teaching and assessment efficiency, accessibility, and fairness.

        Dr Tan Ah Hong from NIE shared her consulting experience with the Dyslexia Association's Chinese Language Department, where she has been involved in continuous discussions and consultations with their educational therapists on various aspects of their work for the past ten years. Over the years, the contributions of educational therapists have gained increasing recognition, which is encouraging. However, Dyslexia Association is also facing challenges in the recruitment of experienced educational therapists, the updating of resources and adapting to differentiated and online teaching methods.

        Dr Foo Suan Fong from SCCL wrapped up the session by highlighting two key points: (1) the challenges faced by frontline teachers as implementers of the polices to enhance CL online learning and how they response, and (2) how to further enhance the significance of this quadruplet discussion.
