2023 MOE-NIE-SEAB-SCCL Sharing Forum

 

  The purpose of this annual forum is to provide an interaction platform for Ministry of Education (MOE), National Institute of Education (NIE), Singapore Examinations and Assessment Board (SEAB) and Singapore Centre for Chinese Language (SCCL). This year, it was held at Singapore Centre for Chinese Language on 26 July 2023. The theme was "Educational Technology Empowers Chinese Language Teaching, Learning, and Assessment under the New Normal".

  Recently, mid-year examinations have been phased out and subject based banding has been introduced. Under the new normal, the emphasis of our education system is on matching knowledge and skills with students' needs. Against this background, the forum this year aims to explore how education technology could be integrated seamlessly with learning, teaching, and assessment to enhance learning experience, course effectiveness, and assessment efficiency.

  Dr Wong Lung Hsiang from NIE shared the topic on "ChatGPT's Enlightenment on Second Language Teaching". He described how ChatGPT is impacting on the existing concepts of teaching, learning, application, and assessment. He also explored the possibility of opening new directions and new strategies for second language teaching through deconstruction and reconstruction of human-computer interaction/cooperation relationship via ChatGPT.

  Dr Sim Seok Hwa from the MOE Curriculum Planning and Development Division (CPDD) touched on "The development of Chinese language learning materials from the perspective of educational technology and artificial intelligence". She described how CPDD has been planning and designing learning materials leveraging on the advantages of educational technology and the development of artificial intelligence. CPDD has also developed a design framework for Interactive Digital Textbook based on Mayer's Principles of Multimedia Learning.

  Master Teachers Dr Li Dongmei and Mdm Wang Juan from SCCL shared how Chinese language teachers in primary and secondary schools are applying information technology to conduct Chinese language teaching and assessment.

  Ms Chua Lay Keng from SEAB shared that electronic examinations combined with information technology not only simulate real life situations, but also prepare students for the future workplace. In line with the learning objectives of the new curriculum, SEAB will intensify the use of electronic examinations and diversify the modes of examination in the future.
