Rules and Regulations


1. Competition Objectives

The "2024 National Vlog Competition for Singapore Primary School Students" is organised with the aim to improve the oral expression ability of primary school students and encourage students to develop a spirit of collaboration and a love for the Chinese Language.
 

2.Contest Theme

The theme this year is "Our School Life".
 

3. Participants and Team Formation Guidelines

3.1 This activity is open to primary school students from Primary 1 to 6.

3.2 Each team is limited to 2 to 5 members and registration is divided into three categories:

A Primary 1 to 2
B Primary 3 to 4
C Primary 5 to 6

 

3.3 Please select the category based on the student with the highest level.

3.4 Each team is limited to submit one video entry and each student can only appear in one video.

3.5 All participating teams should mainly consist of Singapore Citizens. Each team is allowed a maximum of one Singapore Permanent Resident or Non-Citizen.
 

4. Originality and Copyright of Participating Entries

4.1 Participating entries must be original videos co-created by participating students.

4.2 Participating entries must not involve or infringe the copyrights of third parties.

4.3 For more details, please refer to the "Statement of Copyright Authorization and Other Terms" in the Rules and Regulations.
 

5. Requirements

5.1 The theme of the competition this year is "Our School Life".

5.2 Language: Chinese (Title, video synopsis, dialogues and subtitles, both spoken and typewritten, must be in Chinese).

5.3 Video:

  • Format should be in high-definition MP4;
  • Duration within 3 minutes; and
  • File size not exceeding 250MB.

Entries that exceed a duration of 3 minutes or have a file size exceeding 250MB will be disqualified from the competition.

6. Selection and Judging Criteria:

Thematic content and creativity 40%
  • Theme is clear.
  • Video creation is original and contains lively dialogues in Chinese.
  • Content is rich, creative and age appropriate.
Linguistic expression 40%
  • Standard Chinese Language is used in both speech and text.
  • Words chosen are vivid and emotive; aural expression is clear, loud, fluent and natural.
Video filming 10%
  • Video playback is smooth, clear and complete.
  • Filming stability is high.
Video post-production 10%
  • Includes Chinese subtitles.
  • Uses sound effects, background music, and special effects appropriately.
  • Audio is clear and voice is synchronized.
  • Transitions and special effects are creative.
  • Video colour is good.


 

7. Awards

7.1 For each category:

  • Champion
  • 1st Runner-up
  • 2nd Runner-up
  • Commendation Awards (5 awards)

7.2 Best Participation Award: The school with the most entries will receive a certificate and trophy.
 

8. Competition and Related Activities Schedule

9. Registration Form and Submission Deadline

Each participating team is required to submit the following:

   a. Completed registration form
   b. Video for the competition
   c. PDPA Consent forms – each participant must have a PDPA form signed and completed by their parent/guardian.

Prior to the submission of the entry, the teacher-in-charge should ensure that:

  • The approval of the Principal to participate in the competition has been obtained;
  • The entry complies to the guidelines regarding the formation of the participating team;
  • A video synopsis (in Chinese) of no more than 50 words has been included;
  • The consent of the parents/guardians for all children appearing in the videos has been obtained through their completed and signed PDPA consent forms.
  • The consent of all adults appearing in the videos has been obtained through their completed and signed PDPA consent forms.
  • The entry to be submitted meets all requirements set out in Clause 5.
  • The naming conventions for both the video entry and PDPA consent forms have been adhered to:
    • PDPA: School Name_Student's Name (e.g. Ghimmoh Pri_TanXiaoming)
    • Video Entry: Group_School Name_Video Name (e.g. A_Ghimmoh Pri_Title)

 

10. Copyright License and Other Terms and Conditions

10.1 Participating entries should be original works, free of plagiarism, and must not have been published within or beyond Singapore. Any instances of copying, mixing, or other acts of copyright infringement found or reported by others will result in disqualification of participating rights, and the relevant participants will be held accountable for all legal responsibilities.

10.2 Participants are requested to keep their own backups. Participating entries will not be returned.

10.3 Participants retain authorship rights, while the organiser owns the copyrights of winning entries. The organiser has the right to publish winning entries without time or geographical restrictions, and to reproduce, adapt, publish, and distribute them in any form and manner without additional fees or royalties.

10.4 Participants agree to the organiser's collection, holding and use of their personal information for purposes related to the competition.

10.5 By participating in this event, participants are deemed to have agreed to accept and abide by all the terms and conditions of this event.

10.6 The organiser reserves the right to update the guidelines on the event website at any time without prior notice.
 

 

If there are discrepancies between the English and Chinese versions, the Chinese version will take precedence.
