The Ministry of Education published the first curriculum framework, “Nurturing Early Learners: A Framework for a Kindergarten Curriculum in Singapore” in Year 2003. The framework defines the overall direction and approach to preschool education and lays down the fundamental and broad principles to quality teaching and learning for children aged 4 to 6. The Ministry of Education updated the framework in 2012.

In 2022, the Ministry of Education updated "Nurturing Early Learners: A Curriculum Framework for Preschool Education in Singapore" based on contemporary research and practice updates. The formulation of "Nurturing Early Learners: A Curriculum Framework for Preschool Education in Singapore" and educators' guides show that the Ministry of Education strives to ensure that the framework meet local needs and refer to the general direction of international preschool education policies, and can refer to the latest relevant research results and practical data.

This framework emphasizes that preschool education is not only a preparatory stage for primary education, but more importantly, a critical stage for children's overall development, laying the foundation for children's lifelong learning. This course mainly introduces the relevant elements involved in the curriculum design process of "Nurturing Early Learners Framework" in 2022. This inclues the formulation of teaching objectives, selection of teaching content, various teaching methods and the evaluation of lesson plans.
